Did your residence permit expire between March 16th and June 15th?

In order to secure foreigners presence  in a regular situation on the territory , and to avoid any questioning of the rights conferred on them by the residence document they possess, in particular the right to work and the benefit of social rights, the validity period of the following documents, which expired between March 16th and June 15th 2020, is extended by 180 days (cf. art 1 of the order n°2020-328 of 25 March 2020 extending the period of validity of residence documents (modified):

  • long-stay visas;
  • residence permits of any kind (with the exception of special permits issued to foreign diplomatic and consular staff);
  • provisional residence permits;
  • receipts for applications for residence permits.

This measure is applicable throughout France. It is therefore inadvisable for foreign holders of an expired security benefiting from this extension to leave French territory.

Concerning appointments for first application, renewal, exceptional admission to residence:

– renewal appointments will gradually reopen from June 15th onwards

– persons with a residence permit that has already expired or is at the end of its validity will have their rights extended

 

Concerning the delivery of permits

1 – Make sure that your residence permit has been made

2 – Check that your old card is expired

3 – Make an appointment on the internet (ETAMPES and EVRY) or I receive my convocation by sms (PALAISEAU)

4 – You come with your passport (valid), your tax stamp, your old permit and your receipt (if you have one).

– in order to respect the rules of social distancing, please come alone and strictly respect your time slot;

– in order to be able to withdraw your residence permit or travel document, you must come with your valid passport, the receipt, the residence permit in case of renewal and the tax stamp, preferably dematerialised, of the amount mentioned in the sms you received;

– for requests for an extension of a short-stay visa (impossibility to return to your country of origin because your country prohibits entry from France for health reasons or because your country is subject to the same health difficulties or because air links have been interrupted), refer to the corresponding section in the COVID FAQ 19 . The application is only made with a complete file sent to the following address: pref-etrangers@essonne. gouv. fr.

 

Concerning the permits that have been extended by 6 months

My residence permit has been extended for 6 months, when should I make an appointment for its renewal?

As a result of the 180-day extension, securities that in principle expired between  March 16th and  June 2020 will be valid, depending on their original expiry date, for a period between September 16th and December 15th.

If you did not already have an appointment for the renewal of your permit, you are asked to make an appointment by internet, two months before its new expiry date, in order to apply for its renewal.

My title has been extended for 6 months, but the new expiry date does not appear on my card and I am concerned.
The text published in the Official Journal of the French Republic is authoritative both for your employer and for social organisations. We invite you to print it out and present it to your employer or social organisations in case of difficulty. There is no need to renew your title before its new expiry date and no new title will be issued to you until your current title expires. We invite you to consult the website of your prefecture to find out when you can make an appointment.

 

My receipt of application for a residence permit expired before March 16th will expire after June 2020.
An online service is now available from the Prefecture’s website in order to deposit your request for a new reciept

 

My appointment was cancelled due to lockdown.

I had an appointment at the prefecture of Evry or at the sub-prefecture of Etampes or Palaiseau but my appointment was cancelled due to confinement, what should I do?

All appointments cancelled due to confinement will not be rescheduled, with the following exceptions:

  • appointments for naturalisations;
  • appointments for a first application for a residence permit, only for users holding a long-stay visa or a short-stay visa with a “card to be applied for” mention;
  • ppointments for an application for exceptional admission to the residence for users who have obtained their appointment after a first appointment at the prefecture,

For those concerned by these appointments, we invite you to contact your Sub-prefecture by e-mail to transmit your contact details in order to be reconvened.Other than in these cases, you should not go to the Prefecture or Sub-Prefecture of Estampes or Palaiseau with your expired summons because you will not be received. You have to make an appointment.

Concerning the submission of a first application for a residence permit

I would like to submit a first application for a residence permit
Due to the health crisis, the submission of first applications for residence permits will only be possible from mid-September 2020. Appointment scheduling will be open a few days before. In any case, in the following situations, the filing of your application will be possible as of June:

  • If you hold a long-stay visa or a short-stay visa with a “carte de séjour à solliciter dans les deux mois” mention (case in particular of students, persons benefiting from family reunification, passeport talent, French families. . . ),
  • If you have reached the age of majority and are applying for your first residence permit, an online service is now available from the Prefecture’s website in order to submit your application for a residence permit.
